Oil India forms joint venture with Assam Govt to set up fertilizer plant

Oil India Limited (OIL) has announced the formation of a new joint venture company, Assam Valley Fertilizer and Chemical Company Limited (AVFCCL), to establish the Namrup IV Ammonia-Urea Complex in Namrup, Assam. This strategic collaboration aims to revitalize and modernize the region's fertilizer infrastructure, addressing the growing demand for urea in the Northeast and across India.

The joint venture has been incorporated with the Government of Assam, National Fertilizers Limited (NFL), Hindustan Urvarak & Rasayan Limited (HURL), and Brahmaputra Valley Fertilizer Corporation Limited (BVFCL) as partners. Oil India Limited holds an 18% equity stake in AVFCCL, with an initial investment of Rs 1.8 lakh. The total subscribed capital of the new company currently stands at Rs 10 lakh.

Incorporated on July 25, 2025, AVFCCL will spearhead the development of the Namrup IV Fertilizer Plant. This project aligns with the Government of India's vision for achieving self-sufficiency in urea production and is supported by the Department of Fertilizers under the Ministry of Chemicals and Fertilizers.

The new Namrup IV plant is expected to not only enhance domestic fertilizer availability but also significantly contribute to economic development and generate employment opportunities in Assam. This collaborative effort between Central and State governments and public sector undertakings represents a crucial investment in critical agri-infrastructure, with the dual goals of bolstering food security and reducing fertilizer imports.
