CESC to set up Rs. 4,500 crore solar-manufacturing complex in Odisha

Power Generation  -  Nov 24,2025  -

CESC has announced plans to develop a Rs. 4,500 crore solar manufacturing complex in Odisha that will cover modules of the solar value chain, aiming to bolster India’s domestic module and component supply as the government pushes for local manufacturing.

The project represents a strategic pivot by a power utility into upstream manufacturing to capture more of the renewables value chain and reduce reliance on imports for modules and balance-of-system components.

Located to leverage Odisha’s improving industrial policy and logistics, the complex could attract ancillary suppliers and help create a clustered manufacturing ecosystem in the state.

This move dovetails with central incentives for solar manufacturing and reflects a broader trend of utilities and industrial groups investing in vertically integrated renewables capabilities.
